CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> January 25 , 1983 <br /> Mayor Sundland opened the meeting with the Pledge of Allegiance at <br /> 7 : 46 P.M. <br /> Present for roll call : Enrooth, Letourneau, Sundland, Ranallo, and <br /> Marks . <br /> Also present: Larry Hamer, Acting Manager; William Soth , City Attorney; <br /> and Richard Krier , H.R.A. Planning Consultant. <br /> The Council resumed the discussion of the procedure which would be <br /> followed for selecting a developer for the Kenzie Terrace Redevelopment <br /> Project and accepted the format for conducting the interviews recom- <br /> mended by Mr. Krier. Each developer would be given a one hour inter- <br /> view, February 8th , . the first starting at 6 :00 P .M. and the second at <br /> 7 : 15P .M. wi-tH 15 .minute breaks between the interviews and before the <br /> regularly scheduled meeting is opened at 8 : 30 P.M. The first half <br /> hour of each interview would be devoted to an uninterrupted presenta- <br /> tion of the developer' s proposal with an additional 30 minutes left <br /> open for questions from the H .R.A. and for legal questions to be <br /> clarified by the City Attorney. <br /> Mr. Soth notified the Council at this point that his firm also represents <br /> • both of the firms who are being considered for the project. He <br /> reported he had researched the possibility of conflict of interest <br /> should he serve as legal counsel to the City at the same time the <br /> project is being developed and found it would be legally permissible <br /> for him to continue to serve the H. R.A. as long as both the City and <br /> the developers are notified of the conflict and neither objects to the <br /> arrangement . He has no personal involvement with either of the firms , <br /> Mr. Soth told the Council and he does not believe his position would <br /> be compromised in any way since similar connections are common within <br /> firms as large as his . <br /> Councilman Enrooth commented, that when he considers the alternative <br /> of having the City ' s counsel as less than top drawer, as happened in <br /> the Johnson litigation, he believes the Council should consider the <br /> credibility of the person involved, and accept Mr. Soth as legal <br /> counsel for this project. <br /> Mr. Hamer indicated he would have a notice that the Council meeting <br /> February 8th would be delayed until 8: 30 P.M. placed in the Bulletin. <br /> Motion by Councilman Ranallo and seconded by Councilman Letourneau to <br /> approve as submitted the minutes for the Council meeting held Janu- <br /> ary 11, 1983. <br /> Motion carried unanimously. <br /> • Mr. Hamer indicated all the property owners on 27th Avenue N.E. and <br /> a majority of those on Pahl Avenue had signed the petition for the <br />
