low
Water and Sewer Rates
March 8, 1984
Page 2
.The -1984 budget for water sales revenues is $180,000, with total revenues at $215,850.•
Expenditures are. budgeted at $206,335. Thus , for 1984, the Water Fund is not
expected to lose money. It should be noted , however, that if a sprinkling ban is
imposed due to the closing of Well #3 in the summer of 1984, revenues will drop
substantially. ( I 'estimate the amount to be in excess of $20,000. ) Such an
occurrence- would again place, the Water Fund in a deficit position. A 5t rate
increase (to 450 would raise an -.only additional $10,000 in 1984 (based on a half
year of the 'new rate). and $20,000 in 1985 (based on a full year) . A lOt increase
would raise 'an additional $20,000 and $40,000 . in. 1.984 and 1985 respectively.
The following chart shows St. Anthony's current and pr6po'sed rates' i'n comparison
with 7 neighboring suburbs. The quarterly costs are illustrated for a family with
a minimum billing and for an "average" family with a quarterly consumption of
22,500 gal-Ions.- (.Note: Chart is converted to gallons for uniformity.) .
Average Family
Minimum Billing Billing
(71:000 gallons) (22,500 gallons)
St. Anthony (5301000 gal . ) current rates
of 401 per 100 cubic feet $ 4.00 $12.00
St. Anthony (60c/1000 gal . ) , 51 increase
per 100 cubic feet to 45t 4.50 13.50
St. Anthony (66.61/1000 gal .) , 101 '
increase -per 100 cubic feet to 50t 5.00 15.00
Roseville 6. 38 19. 12
`New Brighton 7.00 15.75
Columbia Heights 11 .40 28.40
Fridley 6.50 12.75 ,
Arden Hills 9.90 19.58
Spring Lake Park 12.28 14.62
Shoreview 4.88 14.62
*Rate hike pending.
Note: Three-of the -c1ties' `surveyed have senior citizens rates.
In Fridley, the minimum is $4:00, up to 10,000 gallons.
In Columbia Heights, the minimum is $5.00, up to 4,500 gallons, then
$1 ..13/1000 gallons thereafter.
In Arden Hills, water is 871/1000 gallons with no minimum for seniors.
As you will note., our rates, even with a 10c increase, are lower than or comparable
to all of our neighboring communities. Staff presents three possible alternatives: _
(1) No rate change. The result would be at -least a $10,000 deficit for 1984 unless
scheduled repairs are delayed.
(2) A 5t increase. This. would very likely balance the budget for 1984 and 1985, •
with a rate increase probably-, necessary in 1986.
(3) A 10t increase: ' This -would:Ualance the 1984 budget and would delay future
increases until about 1987.
