Leonard, Coordinating `Engineer for the Ramsey County Public <br /> Works Departments , and Vern Genzlinger of the Hennepin County Depart- <br /> ment of Transportation, were present at the invitation of the Manager <br /> to give a progress report on the rebuilding of County . Road D. Mr. . <br /> Leonard said he anticipates contracts on the project would be let- in <br /> uly and the construction would start this fall. However, although .a <br /> .1 significant amount of work would-probably not be accomplished in 1984 , <br /> he said he anticipates . the_ project would -.be well on its way by-:.1985. <br /> The County Engineer told Councilman Marks all issues which had to be <br /> negotiated had -been resolved, with the exception-..of the school dis- <br /> trict' s request for a flashing stop sign in front of the Wilshire <br /> School, which could . be, ,installed, if the district is willing to pay <br /> the costs which could run between $3,000 and. $6 ,000 for the sign. <br /> In his February 10th memorandum, the Manager- ha:d ind'icated. staff had <br /> recommended approval of the maintenance agreements -with .Ramsey County <br /> for the County Road D project he had included with the proposed , . <br /> resolution in the agenda packet. Mr. Genzlinger indicated Hennepin <br /> County is in the process - of acquiring the necessary right-.of-ways <br /> and their maintenance agreements woul(i, be forthcoming. <br /> Motion by Councilman Marks and seconded -by Mayor Sundland to adopt , <br /> Resolution 84-014 . <br /> RESOLUTION 84-014 <br /> A RESOLUTION AUTHORIZING THE MAYOR 'AND CITY MANAGER <br /> TO EXECUTE THE MAINTENANCE AGREEMENTS NOS . 80414 <br /> AND 804,15, BETWEEN THE CITY OF ST. ANTHONY AND- - <br /> RAMSEY COUNTY FOR THE COU14TY ROAD__D- PROJECT <br /> Motion carried unanimously. <br /> In his January 26th memorandum, Mr. Hamer had reported on the two <br /> separate projects proposed- -t,o ,correct drainage problems involving <br /> Salvation Army Camp property and-the City of Columbia Heights . _T_o <br /> distinguish between the two, he had identified. the' project 'proposed' <br /> to correct the drainage problem along;.the north end -of the camp as <br /> Phase 1, the County Road E Project, and. the project,whi:ch would deal <br /> with the drainage problems -and street construction in Columbia Heights <br /> which extends onto the west side of Salvation Army property, as Phase <br /> II , the Stinson Project. <br /> The Salvation Army had agreed to pay the costs of .the 'feasibility and <br /> cost study done' by Short-Elliott"-Hendrickson, Inc. for Phase I , but <br /> had declined to- participate in Phase II 'since they perceived no bene- <br /> � ' fit could' be derived from the street construction project on that side <br /> of the camp since they were not interested in selling or developing <br /> that land, according to the Public Works Director. <br /> Mr. -Hamer indicated the Stinson .Project was, _.s.till in, the talking -stages <br /> and he was now seeking Council direction as. to whether or not he <br /> -should continue discussions with-Columbia- Heights about the project... <br />
