Childs, City Manager <br /> ------------------------------------------------------------------------ <br /> SUMMARY DISCUSSION OF SUBJECT: Jerry Isaacs and Associates are purchasing the <br /> ort gate Motel facility. They propose an office condo development containing 19 <br /> units , all of which will be two stories. Because of site constraints, they propose <br /> 66 parking stalls, as opposed to the required 74 and that a reasonable number of <br /> stalls be 8-1/2' X 19' (not more than 50%) in size as opposed to the requirement of <br /> 9 ' X 19' parking stalls. They also propose a small addition on the north side of <br /> the .building which would contain stairways and which would merely be an extension <br /> of the existing north building line. Since the current structure is non-conforming <br /> in that it does not meet the required setbacks, the proposal would represent a <br /> • continuation of that non-conformance. <br /> The applicant developed a similar project in St . Paul for which there is only 20 <br /> on-site spaces and has cited it as an example that such uses can operate adequately <br /> on fewer parking stalls than traditional retail commercial operations. Staff has <br /> indicated to the developer that relevant City building codes must be met, and they <br /> state that they will do so. <br /> Some discussion has taken place about the possibility of an access onto Lowry Avenue <br /> from the site. Staff would discourage that approach due to the residential nature <br /> of the neighborhood to the south. <br /> No objections have been received and you will be happy to see that the applicant <br /> would propose removal of the big freestanding "Northgate Sign" to be replaced by <br /> some very tasteful wall signage on the structure. <br /> The Planning Commission, per their minutes , has enthusiastically recommended <br /> approval . <br /> i <br /> i <br /> I - <br />�_ • CITY MANAGER'S REVIEW: COMMENTS: . <br /> I 1 rn1 <br /> i <br />
