The Agreement was developed with the aid of an ad hoc <br /> committee made up of representatives of participating communities. -It <br /> has been reviewed by the County Attorney's Office and is endorsed as to <br /> form. <br /> Passage of the resolution and execution of the Joint Cooperation <br /> Agreement will commit the City to -participate in the Urban Hennepin <br /> County Community Development Block Grant Program for Federal Fiscal <br /> Years 1985, 1986 and 1987. The corresponding Urban Hennepin County <br /> program years are XI , XII and XIII, respectively beginning July 1, 1985., <br /> July 1, 1986 and July 1,1987. <br /> • By opting not to execute the Agreement, the City will be excluded from <br /> the Urban Hennepin County CDBG program for the same period. <br /> To be a part of the Urban Hennepin County program and share in its <br /> benefits, each of the three copies of the Agreement must be executed and <br /> returned by September 14, 1984, along with a certified copy of the <br /> authorizing resolution to: <br /> Hennepin County <br /> Office of the Administrator <br /> A-2300 Government Center <br /> Minneapolis, MN 55487. <br /> After the County executes the Agreement, a copy will be returned. <br /> Through Program Year X (1984) , $32,000,000 in federal community develop- <br /> ment funds have been programmed for use among the participants in the <br /> Urban Hennepin County CDBG program. Urban Hennepin County receives an <br /> entitlement grant each year under the federal Housing and Community <br /> Development Act of 1974, as amended. The attached table presents the <br /> total received by year and participant. To remain entitled to receive <br /> community development block grants for the next three years, a Joint <br /> Cooperation Agreement between Hennepin County and.a sufficient number of <br /> communities totalling at least 200,000 in population must be executed <br /> and submitted to the United States7Department of Housing and Urban <br /> • Development.
