23. Describe and indicate on a site map the provisions to <br /> control erosion and stormwater run-off. Include size and <br /> location of any retention basins, and discharge point( s) . <br /> • The portion of the site to be the construction site is <br /> relatively flat. The area of greater slope on site will be <br /> undisturbed by construction activites. As such, no <br /> additional stormwater control other than that proposed in <br /> Item 21 to control waste spills, will be implemented for <br /> the project. <br /> 24. Will the project generate: <br /> a. Air pollution? X No Yes <br /> b. Dust? No X Yes <br /> C. Noise? No X Yes <br /> d . Odors? X No Yes <br /> Explain both during and after construction, identify <br /> distances to noise sensitive land uses, and quantity and <br /> type of air pollutants. <br /> a. Process air emissions will not be significant since <br /> water-based , not organic solvent-based, processing <br /> will occur at the facility. However , an air <br /> . emissions control equipment permit may be required <br /> for the facility. if venting to the outside air is to <br /> occur or if a boiler is installed which exceeds <br /> Minnesota rule 7005. 0200 - 7005. 0250 requirements . <br /> Determination of the need for an air quality permit <br /> will be made after completion of the design <br /> specifications for the facility. <br /> In addition, air quality surveillance, monitoring <br /> systems of the storage, and processing equipment will <br /> be required through RCRA. <br /> b. During construction and operation of the proposed <br /> facility, the contractor and proposer must comply <br /> with Minnesota rule 7005. 0550 and implement dust <br /> control measures as necessary to minimize airborne <br /> fugitive dust. All roads within the facility will be <br /> paved. As such, reentrained particulate due to truck <br /> traffic will be kept to a minimum. <br /> C . The proposer must conform to Toxic Substances Control <br /> Act (TSCA) , RCRA, county, and city transportation <br /> requirements and will mitigate noise impacts by the <br /> use of properly muffled equipment, the routing of <br /> truck traffic to avoid an adverse effect on <br /> residents, where possible, limiting such traffic to <br /> 9. <br />
