It is indicated from the <br /> attached traffic report, Attachment 9, that the Project <br /> would have a negligible effect on traffic even if the <br /> incoming volume were to increase three-fold. <br /> 30. Surface and ground water quality could be affected <br /> with an accidental spill. However , federal RCRA, <br /> state , and county requirements for hazardous waste <br /> treatment and storage facilities will prevent any <br /> adverse impacts from occurring . <br /> 24.c. Noise generated by truck traffic associated with the <br /> project will be alleviated by the use of properly <br /> muffled equipment , routing truck traffic to avoid an <br /> adverse effect on residents, and limiting such <br /> traffic to daytime hours. <br /> Facility operational noise at the truck dock <br /> loading/unloading area will be minimal due to design <br /> requirements. <br /> 24.b. Fugitive dust emissions due to the operation or <br /> construction of the proposed facility will be <br /> mitigated to assure compliance with Minnesota <br /> 7005.0550. All roads in and around the facility are <br /> paved. <br /> 12. <br />
