29 October, 1984 <br /> • <br /> Dear Mr. Childs, <br /> The Board of Directors of Fosston Association, Inc. is in receipt of <br /> your letter of 22 October, 1984. In a telecom today you stated that you <br /> have received a petition from Mr. John Madden and others, comprising 6 <br /> unit owners out of a total of 19 Fosston Homeowners, that NO PARKING" sign <br /> on the east side of Foss Road be removed. In both your referenced letter <br /> and in your telecom you voice a concern for a minority interest, and at <br /> the same time ignoring your own rational decision to move to prevent <br /> parking on the east side of Foes Road, opposite to parking allowed on the <br /> west side adjacent to the Nursing Home, <br /> The City of 3t. Anthony recognized that Foss Road is not wide enough <br /> to allow parking on both side of the street a number of years ago. The <br /> City erected "NO PARKING" signs along the west side of Foss Road the <br /> entire length of the road from 37th Ave. N.S. to the intersection with <br /> Chandler Drive. That made sense, it was a wise decision from the stand- <br /> point of traffic safety. It is also the basis for the Fosston's Board <br /> request to deny parking on both side of th6 road within a block of 37th <br /> Ave. N.E.. That section of the road is the worst place, from a safety <br /> standpoint to permit traffic congestion to occur, and traffic congestion <br /> does occur when parking is allowed on both sides of the road. • <br /> We, the Board of Directors of Fosston, do not desire the City function- <br /> ing as arbitrators of disputes within the Fosston community, particularly <br /> when the issue at hand is traffic safety on city streets. We, of Fosston, <br /> are not the only residents of this who want traffic safety improved at <br /> the intersection of Foes Road and 37th Ave. N.B.. You have heard from the <br /> owner of the Caravelle apartments, and you will hear from the President of <br /> the Townhouses directly north of Caravelle. I expect that you will hear <br /> from the Nursing Home too favoring parking only on one side of Foss Road. <br /> I am enclosing minutes of the Fosston Board meetings during which <br /> we discussed the need to limit parking on Foss Road to the west side only. <br /> These meetings took place on February 13, 1984 and on May 14, 1984. <br /> Immediately after the February meeting and three times later, I personally <br /> called you about placing NO PARKING" signs on the east side of Foes Road' <br /> for one block starting at 37th Ave. N.E.. On or about 15 - 16 October, 1984 <br /> the City erected "NO PARKING"signs as requested. <br /> That is all we have to say.
