Johnson, Finance Director <br /> 31 T EM : PURCHASE OF OPTICAL SCAN MACHINES - RESPONSE TO COUNCIL'S CONCERNS <br /> RESPONSE SUMMARY: Voters in Brooklyn Park, which was the test City for the scanner <br /> (see article enclosed in the agenda packet) , experienced no problems, <br /> including senior citizens. There were very few defective ballots <br /> because the scanner catches the errors as the voter inserts the ballot <br /> into it. The voter is then issued another ballot to correct the <br /> error. <br /> Voter confidentiality is protected. Only the scanner machine reads <br /> the ballot4 the actual print-out comes when the polls are closed <br /> at 8:00 P.M. At present, the voting machines are tallied throughout <br /> the day as people vote and the read-out comes after 8:00 P.M. , <br /> when the machines are opened and manually counted by the Judges. The <br /> methods are parallel . <br /> Write-in's are the only ballots that have to be tabulated manually <br /> when using the scanner, at the closing of the polls. The scanner <br /> reads the ballots as they come through, then they go in a separate <br /> section in the secured ballot box. <br /> I have been assured by Marge Christiansen, Hennepin County Election <br /> Department, that St. Anthony will be kept informed of the actions <br /> and meetings taking place during the transitions. <br /> I am unable to attend tonight's meeting because there has been a death <br /> in my family so I will be in Duluth Tuesday and Wednesday for the <br /> funeral .
