Mr. Childs explained that any construction in a <br /> 32 Recreational/Open Space zoned area had to be reviewed by both the <br /> 33 Planning Commission and. Council to determine the design would be <br /> 34 compatible to the natural environment of the area. <br /> 35 <br /> 36 The contractor, Gary Dooner of DuAll Services, Inc. , 636-39th Avenue <br /> 37 N.E. ; said he was responsible for not seeking a permit for the shelter <br /> 38 before construction started.
