Sundland <br /> Mayor of St. Anthony <br /> 3301 Silver Lake Road Northeast <br /> St. Anthony, MN 55418 <br /> Dear Mayor Sundland: <br /> The Joint Cooperation Agreement executed by and between Hennepin County and <br /> 43 communities to establish the Urban Hennepin County Community Development <br /> Block Grant program expires October 1 , 1987. To continue the program which <br /> provided over 2.6 million dollars in federal funds for local community devel- <br /> opment activities this year and over 40 million since the program began in <br /> 1975, it is necessary to execute a new agreement to cover the next three <br /> • years. Provided all 43 communities execute the new agreement and therefore <br /> remain in the program, it is expected that at least another 2.6 million <br /> dollars will be made available to share in 1988. <br /> Please bring the option of participating in the program before your governing <br /> body. To do so they should act by resolution to authorize the appropriate <br /> officials to execute the accompanying three copies of the Joint Cooperation <br /> Agreement and return them to me as provided in Article III. , paragraph C. , <br /> along with a copy of the authorizing resolution by August 28, 1987. <br /> The Agreement is for the next three-year period for which Hennepin County <br /> qualifies as an urban county. Action on the Agreement at this time will <br /> therefore be binding for three years. Electing to execute it will make your <br /> community a partner in the Urban Hennepin County CDBG program for federal <br /> fiscal years 1988, 1989 and 1990. Electing not to execute will preclude your <br /> community from participation for the same period. <br /> Other than some formatting, there are only a few changes from the Joint <br /> Cooperation Agreement in effect since 1984. One is the inclusion of the <br /> current administrative policy limiting the number of activities to three per <br /> community per year and each to a minimum of $7,500 (exceptions are joint <br /> activities and instances where the planning allocation is less than $7 ,500) . <br /> The new agreement also includes a new provision for crediting program income <br /> back to' the community from which it originates for reprogramming to eligible <br /> and fundable activities. <br /> • <br /> HENNEPIN COUNTY" <br /> an equal opportunity employer <br />
