Gaughan Proposal <br /> Dear Commissioners : <br /> The 'purpose of this letter is to update you on the progress being <br /> made towards a negotiated agreement with Al Hamel and it is to <br /> outline for you the activities which are occuring. To date , we <br /> have met twice with Al Hamel and Gaughan Land ' s attorney , Jeff <br /> Johnson. Most of the major Redevelopment Agreement issues have <br /> been resolved. However , two key activities are yet to be <br /> resolved. These are neighborhood acceptance and bond sale date . <br /> As you know interest rates -are increasing. These rate - increases <br /> make it important to proceed diligently . <br /> Th6 activities which are occuring include : <br /> 1) Redevelopment Agreement negotiations ; <br /> 2) Arranging a bond sale; <br /> 3) Initial meeting with property owner with a goal to avoid <br /> condemnation; <br /> 4) Additional land appraisals in preparation for <br /> acquisition ; <br /> 5) Fixture appraisal in preparation for acquisition ; <br /> 6) Relocation estimate ; <br /> 7) Soil tests - completed by developer ; <br /> 8) Title opinion - ordered by developer-, <br /> 9) Preparation of presentation plans and drawings for <br /> neighborhood meeting ; <br /> 10) Additional meeting with Minneapolis city staff; <br /> 11). Meeting- with Alderman and St .' Charles clergy ; <br /> 12) . , Neighborhood meeting (one or more.) ; <br /> 13) PUD application by developer ; <br /> 14 ) Land acquisition ; <br /> 15) Relocation ; <br /> 16) Housing revenue bond- sale . <br /> } <br />
