ANTHONY PUBLIC IMPROVEMENTS ASSESSMENT POLICY February, 1986 In order to insure that costs of public improvements such as streets, curb and gutter, and sewers - are charged in the most fair and equitable manner, the City Council of the City of St. Anthony has determined the following to be the Assessment Policy for the City. i Section 2.1 . Curb; Gutter The cost of construction of curb and gutter will be charged in total on a per foot basis against the abutting property owner. Section 2.2. . Streets All streets shall be assessed to abutting property owners on the following basis : Residential Streets a. Eight (8)_ foot width on the basis of the cost of a five (5) ton • per axle capacity bituminous street, assessed directly to abutting property owner and anything over the eight (8) foot width or the five (5). ton per axle capacity bituminous basis will be paid by the City of St. Anthony. b. The general method of assessment will be on a per front foot basis . In order to assure that costs are equitably assessed, however, it may be necessary for the City Council to assess on- a per lot or square footage basis when special circumstances require it, i .e. , odd shaped lots on cul -de-sac or winding streets . c. The cost of street intersections and those portions of the street which abut alley right-of-way will be paid by the City of St. Anthony. Corner Lots On residential properties, the cost of street pavement will be paid by the property owner on the long side of said corner lot. The shorter side will be paid for by the City of St. Anthony. Non- residential corner lots will pay for both sides. " Section 2.3. Sanitary Sewer Costs for sanitary sewer will be paid out of the sanitary sewer fund. Section 2.4 Watermains Costs for watermains will be paid for out of the water fund.
