The Association should monitor the work of the MSP Adequacy Study Task <br /> Force. If it appears that this group will recommend a second major airport,the Association <br /> should attempt to reach concensus on 1)whether or not it wants the new facility in the <br /> northern suburbs and 2) the best north suburban location,assuming these cities want the <br /> airport. Since the Task Force report is likely to be considered by the Legislature in 1989, <br /> the Association should know its position no later than January 1989. <br /> With respect to the outdoor performing arts centers,the Association should follow the <br /> progress of the centers proposed for Shakopee and Blaine. It should take no position pro or <br /> ron on the Shakopee proposal. However, it should enthusiastically endorse efforts by Blaine <br /> to develop a center. (In the unlikely event that neither the Shakopee nor Blaine proposals <br /> are approved and construction begun in 1987,the Association should begin planning a facility <br /> for the northern suburbs. The planning should begin by understanding why previous <br /> proposals failed. It should also examine the track record and structure of outdoor music <br /> centers in other metropolitan areas, paying special attention to their finances, location and <br /> concert menu.
