• <br /> Minnesota Pollution Control Agency <br /> April 1.% 1988 <br /> Mr. David Childs <br /> City Manager, St. Anthony Village <br /> 3301 Silver Lake Road <br /> St. Anthony, MN 55418 <br /> Dear Mr. Childs: <br /> Re: Investigation of Twin Cities Army Ammunition Plant/New Brighton/ <br /> Arden Hills/St. Anthony Site <br /> As'we discussed by telephone recently, the Minnesota Pollution Control Agency <br /> (MPCA) has reason to believe that there has been a release or threatened release <br /> of hazardous substances, from the Twin Cities Army Ammunition Plant. In order <br /> • to verify the source and the extent and magnitude of the contamination, it will <br /> be necessary to install monitoring wells and subsequently to take measurements <br /> and samples on your property and city easements. These tests will provide <br /> information for the ground water investigation. The MPCA is authorized by <br /> Minnesota Statutes section 115B.17, subdivision 4, and Minnesota Statutes <br /> section 115.04, subdivision 3, to enter upon any property, whether public or <br /> private, to conduct this kind of work. <br /> The MPCA will notify you at least three days before entering the property. Work <br /> will be conducted during regular business hours (8:00 a.m. - 5:00 p.m. ) unless <br /> the MPCA receives your permission to conduct work during different hours. The <br /> MPCA will conduct its activities so as to minimize interference with the use of <br /> the property. If any portion of the property must be disturbed as a result of <br /> the MPCA's activities, the MPCA will restore the property to as close to' its <br /> original condition as is reasonably possible under the circumstances. Results <br /> of any testing conducted on your property will be provided to you by the MPCA. <br /> We intend to place a second well , 318L4, adjacent to the current well 318U4 at <br /> St. Anthony's Central Park. Locations for wells 401U4 and 402U4 will be <br /> negotiated with the property owners and could potentially be located within city <br /> easements.
