1 *this year's tax bill would hold down property taxes by about <br /> 2 $200, 000 ,000 over what they would have been without those changes; • <br /> 3 *The $53 ,000 ,000 one time payment to cities who have been spending <br /> 4 the most was intended to make up for the impact the law would have <br /> 5 on them later on. <br /> 6 Mr. Childs told the legislator what troubled him most about the bill <br /> 7 was that the City of St. Anthony, which has been a low taxing city, <br /> 8 is penalized because the formula is based on the total mill rate, <br /> 9 which includes one of the highest taxing school districts and <br /> 10 counties. <br /> 11 Councilmember Marks told Senator Marty the suburbs perceive the <br /> 12 larger cities like Minneapolis and St. Paul have formed a "power <br /> 13 block" which the suburbs, because of different problems, find hard to <br /> 14 coordinate against. He said cities like St. Anthony who are willing <br /> 15 to pay more for better quality schooling for its children are also <br /> 16 "put at loggerheads" with outstate communities who don't spend that <br /> 17 much. <br /> 18 Mayor Sundland indicated that was why he perceived it was incumbent <br /> 19 upon the City's representatives to make a distinction between the <br /> 20 school district's and City's spending in the tax package. <br /> 21 Senator Marty indicated he agreed that the larger cities had more <br /> 22 "clout" because they were able to put more lobbyists over at the <br /> 23 capitol and he promised to look further into the question of the long <br /> 24 term impact of splitting school rates from the City's and to consider <br /> 25 at least raising that question the next time tax legislation is <br /> 26 proposed. <br /> 27 Councilmember Marks suggested fair distribution of tax increment <br /> 28 financing was another issue which the legislator could keep his eye <br /> 29 on for the suburbs. <br /> 30 Legislation having to do with obscenity and the state's role in <br /> 31 solving St. Anthony's water contamination problems were discussed <br /> 32 briefly before Senator Marty was thanked for coming and left the <br /> 33 meeting. <br /> 34 MAY 24, 1988 COUNCIL MINOTES <br /> 35 Motion by Marks, seconded by Enrooth to approve the above with the <br /> 36 following changes: <br /> 37 Page 7, line 22: Substitute "be invited" - for "had requested" . <br /> 38 Page 9, lines <br /> 39 16 & 17: Substitute "the government doesn't provide water <br /> 40 for its residents which instead is provided by <br /> 2 • <br />
