RECOMMENDATIONS TO THE CITY COUNCIL • BY THE RECYCLING TASK FORCE The Recycling Task Force has duly met and discussed the issues of recycling, and the specific questions were addressed as listed below: 1) Since the City is mandated to recycle, we should consider one hauler for both solid waste and recycling. 2) If city-wide recycling is used, it should be curbside once a week. 3 ) The billing should be done by the City for control and standardization. 4) The drop off recycling center at 3810 Chandler Drive should remain in operation as long as it is used. 5) Penalties should be imposed for not recycling, by instituting a higher disposal charge. 6) The City should get involved with educational programs as much as possible, i .e. , newspaper articles, school involve- ment, and speaking to civic organizations. • 7) Revenues collected from recycling and grant monies should be used for City beautification (as is now being done) , educa- tional purposes, and possibly for incentive purposes to get the program started. Therefore, the Recycling Task Force recommends that Waste Management be considered as the solid waste and recycling hauler for St. Anthony. The Task Force evaluated all proposals submitted and decided that Waste Management was: a) presently operating in most of the City and had provided very good service; b) their proposal was most advantageous for the City because- 1. all recycling monies were returned to the City; 2. Waste Management provides the containers for solid waste and recycling pick up; 3 . Waste Management's new recycling depot will allow weighing and separation of all materials to assist us in meeting the Metropolitan Council and County man- dates. We would also . suggest the Council get acquainted with the Reuter_ process of waste removal and consider it as a future alternative to solid waste incineration in the future.
