RECOMMENDATIONS TO THE CITY COUNCIL <br /> • BY THE RECYCLING TASK FORCE <br /> The Recycling Task Force has duly met and discussed the issues of <br /> recycling, and the specific questions were addressed as listed <br /> below: <br /> 1) Since the City is mandated to recycle, we should consider <br /> one hauler for both solid waste and recycling. <br /> 2) If city-wide recycling is used, it should be curbside once a <br /> week. <br /> 3 ) The billing should be done by the City for control and <br /> standardization. <br /> 4) The drop off recycling center at 3810 Chandler Drive should <br /> remain in operation as long as it is used. <br /> 5) Penalties should be imposed for not recycling, by <br /> instituting a higher disposal charge. <br /> 6) The City should get involved with educational programs as <br /> much as possible, i .e. , newspaper articles, school involve- <br /> ment, and speaking to civic organizations. <br /> • 7) Revenues collected from recycling and grant monies should be <br /> used for City beautification (as is now being done) , educa- <br /> tional purposes, and possibly for incentive purposes to get <br /> the program started. <br /> Therefore, the Recycling Task Force recommends that Waste <br /> Management be considered as the solid waste and recycling hauler <br /> for St. Anthony. <br /> The Task Force evaluated all proposals submitted and decided that <br /> Waste Management was: <br /> a) presently operating in most of the City and had provided <br /> very good service; <br /> b) their proposal was most advantageous for the City because- <br /> 1. all recycling monies were returned to the City; <br /> 2. Waste Management provides the containers for solid <br /> waste and recycling pick up; <br /> 3 . Waste Management's new recycling depot will allow <br /> weighing and separation of all materials to assist us <br /> in meeting the Metropolitan Council and County man- <br /> dates. <br /> We would also . suggest the Council get acquainted with the Reuter_ <br /> process of waste removal and consider it as a future alternative to <br /> solid waste incineration in the future. <br />
