NOTICE OF PUBLIC HEARING ON APPROVAL OF A REDEVELOPMENT PLAN • AND A TAX INCREMENT FINANCING PLAN OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF ST. ANTHONY, MINNESOTA NOTICE IS HEREBY GIVEN that the City Council of the City of, St . Anthony will hold a public hearing on a proposed Redevelopment Plan (the Redevelopment Plan) of the Housing and Redevelopment Authority of the City of St. Anthony, Minnesota (the HRA) and a Redevelopment Project (the Redevelopment Project ) proposed to be undertaken by the City and the HRA, and on the approval by the City Council of a Tax Increment Financing Plan ( the Financing Plan) of the HRA which creates a Tax Increment Financing District (the Tax Increment District) in the City. The public hearing will be held at 7 : 00 p .m. on Tuesday, August 23 , 1988 , at the Administrative Offices of the City at 3301 Silver Lake Road, St . Anthony, Minnesota. The Redevelopment Plan describes a Redevelopment Project proposed to be undertaken by the City and the HRA in connection with the redevelopment of property located generally east of Fordham Drive, south of Silver Lane and northwest of the Soo Line Railroad right-of-way in the City ( the Redevelopment Property) . The Redevelopment Project consists of soil correction work to the Redevelopment Property to assist in the development of multi-family housing on the • Redevelopment Property by a private developer . The proposed activities will be undertaken in order to eliminate blighting influences which impede potential development and to provide maximum opportunity for development of the Redevelopment Property in a manner consistent with the needs of the City as a whole . The Redevelopment Property will be included within the Tax Increment District pursuant to the Financing Plan . Under the Financing Plan, tax increments derived from the Tax Increment District will be used for the payment of general obligation bonds to be issued by the City or for payment of other costs of the City and HRA paid or incurred in connection with the Redevelopment Plan and Redevelopment Project . It is proposed that all tax revenues from the Tax Increment District resulting from increases in assessed evaluation of taxable real property therein be segregated and applied to payment of capital and administration costs incurred by the City and HRA in connection with the Redevelopment Plan and Redevelopment Project . All who wish to be heard as to the Redevelopment Plan and the Financing Plan will be given an opportunity to express their views at the time of the public hearing • or may file written comments with the City Clerk prior to the public hearing. cc By /s/ City ac��
