NOTICE OF PUBLIC HEARING ON <br /> APPROVAL OF A REDEVELOPMENT PLAN <br /> • AND A TAX INCREMENT FINANCING PLAN <br /> OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE <br /> CITY OF ST. ANTHONY, MINNESOTA <br /> NOTICE IS HEREBY GIVEN that the City Council of <br /> the City of, St . Anthony will hold a public hearing on a proposed <br /> Redevelopment Plan (the Redevelopment Plan) of the Housing <br /> and Redevelopment Authority of the City of St. Anthony, Minnesota <br /> (the HRA) and a Redevelopment Project (the Redevelopment <br /> Project ) proposed to be undertaken by the City and the HRA, <br /> and on the approval by the City Council of a Tax Increment <br /> Financing Plan ( the Financing Plan) of the HRA which creates <br /> a Tax Increment Financing District (the Tax Increment District) <br /> in the City. The public hearing will be held at 7 : 00 p .m. <br /> on Tuesday, August 23 , 1988 , at the Administrative Offices <br /> of the City at 3301 Silver Lake Road, St . Anthony, Minnesota. <br /> The Redevelopment Plan describes a Redevelopment <br /> Project proposed to be undertaken by the City and the HRA <br /> in connection with the redevelopment of property located <br /> generally east of Fordham Drive, south of Silver Lane and <br /> northwest of the Soo Line Railroad right-of-way in the City <br /> ( the Redevelopment Property) . The Redevelopment Project <br /> consists of soil correction work to the Redevelopment Property <br /> to assist in the development of multi-family housing on the <br /> • Redevelopment Property by a private developer . The proposed <br /> activities will be undertaken in order to eliminate blighting <br /> influences which impede potential development and to provide <br /> maximum opportunity for development of the Redevelopment <br /> Property in a manner consistent with the needs of the City <br /> as a whole . <br /> The Redevelopment Property will be included within <br /> the Tax Increment District pursuant to the Financing Plan . <br /> Under the Financing Plan, tax increments derived <br /> from the Tax Increment District will be used for the payment <br /> of general obligation bonds to be issued by the City or for <br /> payment of other costs of the City and HRA paid or incurred <br /> in connection with the Redevelopment Plan and Redevelopment <br /> Project . It is proposed that all tax revenues from the Tax <br /> Increment District resulting from increases in assessed <br /> evaluation of taxable real property therein be segregated <br /> and applied to payment of capital and administration costs <br /> incurred by the City and HRA in connection with the Redevelopment <br /> Plan and Redevelopment Project . <br /> All who wish to be heard as to the Redevelopment <br /> Plan and the Financing Plan will be given an opportunity <br /> to express their views at the time of the public hearing <br /> • or may file written comments with the City Clerk prior to <br /> the public hearing. <br /> cc <br /> By /s/ <br /> City <br /> ac�� <br />
