2. ) Adopt The Proposal That Each Member City Establish <br /> An Economic Development Authority Or Use An <br /> Existing Housing & Redevelopnment Authority To <br /> Enter Into A Joint Powers Agreement. <br /> The Northern Mayors Association recommends that each <br /> member city create an Economic Development Authority <br /> (if the city doesn't already have one) or use its <br /> existing Housing & Redevelopment Authority to enter <br /> into a Joint Powers Agreement for the limited <br /> purpose of empowering the Joint Powers Board to act in <br /> the following capacity; namely, to assemble and <br /> disseminate information concerning its member cities, <br /> and to promote economic development within the cities <br /> through the implementation of a public relations and <br /> marketing plan and related governmental relations <br /> activities. <br /> See the attachgd documents- that have been designed to <br /> assist each city accomplish this matter. <br />
