1 pilot program in Columbia Heights, which he perceived qualified them <br /> 2 best to collect St. Anthony's recyclable materials. <br /> •3 Mr. McClanahan read aloud the synopsis of the Task Force findings and <br /> 4 recommendations to the Council . <br /> 5 Billing by City Considered Preferable <br /> 6 The reasons the Task Force had recommended billing be handled by City <br /> 7 personnel were explained to Councilmember Ranallo: <br /> 8 Enrooth pointed out that there are some people in St. Anthony now <br /> 9 who don't contract with any rubbish hauling company and having the <br /> 10 City do the billing would add a control factor to the program. <br /> 11 Councilmember Ranallo commented that he perceived the only way the <br /> 12 program was going to work would be if some incentive to participate were <br /> 13 given those residents who don't recycle now in the form of rewarding <br /> 14 participation and penalizing non-participation. <br /> 15 Mr. Christen indicated he had noticed how fast residents in the other <br /> 16 communities his company serves started participating once they were <br /> 17 paying higher charges for not recycling. He also reported <br /> 18 participation increased dramatically in those communities when <br /> 19 recyclables were collected the same day as regular garbage collections <br /> 20 were made. <br /> 21 In reference to concerns about whether older residents would be able to <br /> 2 get the 90 gallon "waste wheelers" down to the curb, Mr. Christen said <br /> 3 "you'd be surprised how fast they do that when they realize they'll be <br /> 24 charged extra if the containers aren't at curbside. " He indicated <br /> 25 residents wouldn't have to separate cans from bottles with his service <br /> 26 and said paper would just have to be tied in bundles and thrown on top <br /> 27 of the containers. <br /> 28 When Councilmember Ranallo cautioned that two or three cities had'been <br /> 29 sued for not. taking bids on the recycling services, Councilmember <br /> 30 Enrooth told him the Task Force had received written proposals from <br /> 31 Knutson, Super Cycle, and Reuters, as well as Waste Management. The <br /> 32 Councilmember was also advised that a 90 day period is mandated by law <br /> 33 following the required public hearing. <br /> 34 Council Action <br /> 35 Motion by Ranallo, seconded by Marks to schedule a public hearing <br /> 36 regarding organizing of garbage collection in conjunction with St. <br /> 37 Anthony's recycling program to be held during the Council's September <br /> 38 27th meeting. <br /> 39 Motion carried unanimously. <br /> 40 St Anthony Chamber of Commerce Activities Reported by Barb olsonoski <br /> it <br /> • <br />
