BACKGROUND <br /> NOTE: In any discussion of local programming on a cable <br /> communications system, one encounters several terms such as "public <br /> access" , "local origination" , and "institutional network" . These <br /> and other terms as they have been used in this study are defined in <br /> Appendix A. The reader is urged to consult the glossary to <br /> understand the meaning of the terms as they apply to the specific <br /> situation in the North Suburban area. <br /> Community access in the North Suburbs is currently managed by Cable <br /> TV North Central, a company providing cable communications services <br /> to the cities of Arden Hills, Falcon Heights, Lauderdale, Little <br /> Canada, Mounds View, New Brighton, North Oaks, Roseville, Saint <br /> Anthony, and Shoreview. As community access manager, Cable TV <br /> North Central employs a staff , . provides equipment, facilities, and <br /> assistance to those interested in producing programs for cablecast <br /> or messages for display on appropriate channels of the system <br /> designated for access or community message use. <br /> The North Suburban Cable Commission (Commission) is composed of ten <br /> members , one appointed from each member city. The Commission has <br /> been charged by the member cities through a joint and cooperative <br /> agreement to oversee and administer the franchise agreements in <br /> effect between the cities and Cable TV North Central. <br /> The North Suburbs Access Corporation (NSAC) is a non-profit <br /> tax-exempt corporation established for the purpose of performing <br /> functions of the Commission on matters related to community access. <br /> Its members are the same as those serving on the Commission plus <br /> one representative of Cable TV North Central. <br /> III . THE PROCESS <br /> From January through June, 1988, Commission members participated in <br /> it workshops as part of the community access study. During these <br /> workshops, members discussed and made policy recommendations on the <br /> following issues and topics : <br /> 1 . the definition of "successful access operations" in the <br /> North Suburbs, <br /> 2. performance indicators to measure the activity of 'the <br /> entity that will manage community access, <br /> 3 . the access management structure that will best achieve <br /> • success as defined by Commission members in .community access, <br /> .4 . the relationship of a community access, management entity <br /> to those institutions involved in community access at the present <br /> time, i .e. , school districts, non-public schools, higher education <br /> institutions, public libraries, municipal and other government <br /> entities, and <br />
