M A '2' 2 I 0 N <br /> WHEREAS, Youth= 200.0 is a national campaign between,_now and the <br /> Year 2000 to motivate youth to make the most of their potential , <br /> to believe in themselves, and to become more productive, <br /> responsible and esteemed members of society; and <br /> WHEREAS, today our nation faces enormous opportunities and <br /> challenges. The pace and variety of change in our society will <br /> substantially affect both our world economic competitiveness and <br /> our national security; and <br /> WHEREAS, new technology, stiff international competition, changes <br /> in consumer preferences, and demographic shifts will cause <br /> • pervasive mismatches between work place needs and work force <br /> capabilities; and <br /> WHEREAS, these changes in our economy are occurring at the same <br /> time that growing segments of the nation's work force, <br /> particularly our youths, are coming to the work place uneducated <br /> or undereducated, unprepared, and unemployable; and <br /> WHEREAS, the steadily worsening teenage unemployment problem is a <br /> complex one to unravel , and even more complex to solve because it <br /> is exacerbated by complicated, interwoven educational and social <br /> problems, including illiteracy, school dropout rates, and teenage <br /> pregnancy, substance abuse, changes in family structure - any or <br /> all of which can frustrate both the young people and those <br /> seeking to help them; and <br /> WHEREAS, there is an urgent need for increased national awareness <br /> of this problem, and there is an equally ,urgent need for <br /> marshalling and coordinating resources to address the problem. <br /> NOW, THEREFORE, I, Robert J. Sundland, Mayor of the City of St. <br /> Anthony, proclaim the seven days beginning September 11, 1988 as <br /> Youth 2000 Week, and call upon public officials at all levels; <br /> community agencies, business, labor, schools, volunteer groups, <br /> and residents of this City, to take this opportunity to focus <br /> • <br /> Robert(Bob) Sundland, Mayor David Childs, City Manager <br /> Councilmembers: Richard A.
