CHARITABLE GAMBLING PRESENTATION TO THE ST. ANTHONY CITY COUNCIL
As President of the St. Anthony Sports Boosters, I am requesting that the
St. Anthony City Council change the existing Gambling Ordinance to allow
charitable gambling within the city. The Sports Boosters further request
wo licenses - one to operate charitable gambling at the Stone House Bar
nd one at the Apache Wells Bar. The St. Anthony Sports Boosters would
operate charitable gambling with the St. Anthony Lions Club and the St.
Anthony Chamber of Commerce.
The St. Anthony Sports Boosters would also request a waiver on the waiting
period from 60 days to 30 days. This would allow charitable gambling to be
operational by about December 1, 1988 .
The Sports Boosters and the Chamber of Commerce will use their portion of
the net profits for city and community needs, such as needs of the school
district, park and recreation needs of the city, etc. The Lions will
receive 20% of the net profits in return-- for assisting- the Sports -Boosters
in establishing the charitable gambling operation. The Lions will use this
money for their community projects and their charitable causes outside St.
Anthony.
The Sports Boosters is a non-profit volunteer organization that serves the
children of School District 282. The St. Anthony Sports Boosters are the
best organization to control the gambling operation for the following
reasons :
1 . Ability to isolate school district and city objectives
from commercial and national objectives . Sports Boosters
• members, most of whom reside in St. Anthony - and have
children in the school system, have personal interests in
the quality and integrity of the profit contributions.
2 . Simplest organization for allowing members of other
community groups to join Sports Boosters and influence
the gambling operation.
3 • A three member committee of one Sports Booster, one Lion,
and one Chamber of Commerce member has been established by
the Sports Boosters to operate charitable gambling.
4 . Pull-tab games with the highest pay back will be used.
RESOLUTION TO FORM A CHARITABLE GAMBLING COMMITTEE - see attached
PULL TAB PRELIMINARY PROJECTIONS - see attached
CHIEF EXECUTIVE OFFICER'S GAMBLING HANDBOOK - provided to staff
GAMBLING MANAGER'S HANDBOOK - provided to staff
•
