In September, NLC hosted a meeting of more than 30 public interest <br /> organizations to lead a battle against further_ federal efforts to intrude <br /> upon .or interfere with municipal authority to issue tax-exempt bonds. We <br /> agreed to a united position supporting prompt action on municipal bankruptcy <br /> legislation and increasing the exemption from arbitrage and rebate mandates. <br /> We also are opposing efforts to close down municipal bond pools and to <br /> severely restrict the rights of municipalities to issue general obligation <br /> and revenue bonds. <br /> • Another example: last month the White House and Congress reached an historic <br /> agreement on welfare reform. The final agreement rejected state and federal <br /> efforts to pay for welfare reform by cashing in all municipal programs. The <br /> final compromise does not interfere with a single municipal program, but <br /> instead will help to lift many of our poorest city residents out of poverty <br /> and into employment. NLC's efforts made cities and towns partners in this <br /> process. <br /> While these accomplishments are significant, it is clear local government <br /> leaders face a crucial set of challenges and opportunities with a new <br /> Administration and Congress. <br /> That's why it's more important than ever that cities, towns and villages of <br /> all sizes work together through the National League of Cities.
