November 17, 1988
Mr. Larry Hamer
City of St. Anthony
3301 Silver Lake Road
St. Anthony, MN 55418
RE: St. Anthony Blvd.
St. Anthony, MN
RCM Project No. 861019-1
Materials Testing
Dear Mr. Hamer:
As per your request, to provide you with justification for the apparent
high costs for testing on the above referenced project. The following is
submitted:
1. I have enclosed MnDOT's Material Testing Guidelines. This
document outlines material sampling and testing requirements that
must be provided if project is to receive State aid funds such as St.
Anthony Blvd. Note these are viewed as guidelines and may vary
rieke with each project and construction schedule.
carroll
muller 2. Upon my request for a preliminary cost estimate for material
,associates, inc.neers testing for St. Anthony Blvd. following the MnDOT Guidelines,
architects Braun submitted the enclosed estimate. Note that MnDOT is to
arch
land surveyors provide the bituminous batch plant inspection. I did not have
Braun or MnDOT provide concrete plant inspection since we have
equal opportunity had good experience with the supplier. To satisfy State aid testing
employer requirements, we were, at the beginning, anticipating testing costs
at least around $3,200± plus cost for MnDOT doing bituminous
batch paint inspection.
3. 1 have also enclosed a cost-allocation summary of Braun's invoices.
Briefly, the City of St. Anthony's allocation is $1,056.95 for the
Kenzie Terrace project and $4,703.85 for the St. Anthony Blvd.
project.
During construction of St. Anthony Blvd. additional compaction soil
tests were taken at the catch basin and the two culverts encountered
between the golf course and cemetery. Also, due to construction
sequencing in pouring concrete curb and paving, additional testing was
authorized to cover each day of construction activity.
If we would not have authorized such additional testing, we would, in
our opinion, be jeopardizing not only your funding but perhaps the
quality of the project.
We have been informed by State aid that all testing costs for St.
Anthony Blvd. are reimbursable except those retests that are to be paid
by contractor. At this time, the only other tests that may not be
• reimbursable are testing around the two culverts.
10901 red circle drive
box 130
minnetonka, minnesota 55343
612-935-6901
