DATE: April 17, 1989
TO: David Childs, City Manager
FROM: Don Hickerson, Chief of Police
SUBJECT: Fitness Program/Equipment
- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -
Health Fitness Consultants have not visited the Police Dept. for several
months. Our Coordinator determined that all department members should be
concentrating on aerobic exercises until desired levels of fitness are
achieved. All officers performed satisfactorily in strength testing.
The only equipment in our training room geared- towards aerobic exercise is
the Aire-Dyne stationary bicycle. We have budgeted $1500. for the purchase
of a treadmill for aerobic exercises. I have been informed by a number of
fitness equipment merchandisers that substantially more money is needed to
purchase a treadmill suitable for the anticipated usage.
Stewart Steinman of Tread Aerobic Industries recommends that we purchase a
heavy duty unit, with an AC motor. He recommends a Trotter Model 440 :equipped
with a 12 horsepower AC motor. He states that a DC motor only develops the
rated horsepower at the maximum speed, probably about lOmph. At 5mph the
horsepower would only be about half (3/4 hp. ) while the AC motor would
• deliver 12 hp at any speed.
I have priced the Trotter Model 440 Treadmill at the factory and the only
two retail outlets in the metro area where it is sold. The cheapest price
I have been able to get is $2944. (The retail price, is $3295. )
I recommend that we administer the Fitness Program "in-house" and use the
$1200. budgeted for the consultants and $300. left in the budget for the
MPH 55 Radar (We were able to purchase the radar $300. under the quote) to
purchase the "Trotter Model 440 treadmill.
The treadmill and the Aire-dyne bicycle should provide adequate aerobic
exercise for the department to meet their projected goals.
•
