Land Use Policies <br /> 1 . Relate land development to community priorities and transportation <br /> system capacities. <br /> 2. Analyze each remaining undeveloped land parcel on an individual basis <br /> to define it most appropriate use within the context of the neigh- <br /> borhood in which it is located and the community as a whole. <br /> 3. Provide transitional zones or physical buffers between distinctly dif- <br /> ferent and incompatible land use activities. <br /> 4. Encourage development which makes the most economic, efficient use of <br /> land and public facilities. <br /> 5. Encourage the upgrading or removal of deteriorated or economically <br /> obsolescent residential., commercial , or industrial structures through <br /> private means. Public incentives for development should be utilized <br /> only when necessary. When the rehabilitation of deteriorated struc- <br /> tures is not economically feasible or desirable, the structures should <br /> be removed and a new use developed. <br /> 6. Ensure that all new commercial , industrial , or office developments <br /> conform to established standards for setback, lot dimensions, land- <br /> scaping, lighting, screening, parking, and signage. <br /> 7. Encourage commercial development and redevelopment in unified, func- <br /> tional patterns rather than in spot or linear patterns. <br /> 8. Consolidate, whenever possible, existing spot or linear commercial <br /> development patterns into more unified and functional developments. <br /> 9. Ensure that new commercial development or redevelopment complements or <br /> improves existing adjacent development through the use of proper <br /> building design and orientation, shared parking and access, landscaping <br /> and appropriately-scaled signage. <br /> 10. Continue to provide or promote pedestrian, bicycle, and transit access <br /> to major retail or service locations. <br /> 11 . Adhere to strict standards for the development of commercial and <br /> industrial signage. <br /> 12. Allow limited convenience retail and service development with proper <br /> screening, access, lighting, parking design and signage in residential <br /> neighborhoods at nodal points (e.g. intersections of collector or <br /> higher level streets) . . Such new neighborhood convenience centers <br /> shall * be allowed only when there can be shown to be a demonstrable <br /> need for such uses in the proposed location. Pedestrian and bicycle <br /> access shall be provided to such locations. <br /> 30 <br />
