Transportation Goals <br /> The efficient movement of people and goods within and across the city is <br /> essential to the full- utilization of all land parcels and to allowing resi- <br /> dents to make use of the services and opportunities the City and the metro- <br /> politan area present. The transportation system of the City of St. Anthony <br /> is fully developed but continued refinements and improvements need to be <br /> made. The following goals for the transportation system are presented. <br /> 1 . Continue the development of the transportation system so that all modes <br /> of movement and all age groups are served. <br /> Explanation: Although the automobile will very likely continue to <br /> function as the primary mode of transportation in St. Anthony, provi- <br /> sions should continue to be made to assist the -safe and convenient <br /> movement of bicyclists and. pedestrians. Also, the Metropolitan Transit <br /> Commission (MTC) should be kept advised of what the City perceives as <br /> unmet demand for public transit so that the MTC may upgrade service <br /> periodically. <br /> 2. Provide adequate level road service without attracting undesirable <br /> through traffic. <br /> Explanation: Streets such as Silver Lake Road can lose their effec- <br /> tiveness as local movement and access facilities if they begin to carry <br /> too great a load of through traffic. Local and intermediate roads <br /> should not be allowed to be overdesigned, so that they attract traffic <br /> from the larger nearby traffic arteries which were designed to accom- <br /> modate great numbers of inter-municipality vehicle trips. <br /> 3. Review the transportation planning process of the Minnesota Department <br /> of Transportation, Metropolitan Council Transportation Division, the <br /> Hennepin County Transportation Department, the Ramsey County Department <br /> of Transportation, and adjacent municipalities in order to protect its <br /> own interests. <br /> Explanation: The transportation needs and desires of the City of St. <br /> Anthony can best be satisfied through effective communication with <br /> those agencies and governmental entities which have an influence over <br /> the design of certain elements of the City's roadway system. <br /> 34 <br />
