MEMORANDUM
DATE: December 21 , 1989
TO: City Councilmembers
FROM: Thomas D. Burt, City Manager
ITEM: RESIDENTS' QUESTIONS ON THE 1990 BUDGET
At the recent budget hearing, the residents at the =eeting asked
questions that I would like to respond to.
The first question was, how does St. Anthony coma=-re to other
cities? . The following information is from the Office- of the State
Auditor for 1988 . The numbers are on a per capita "asis and are
for only the cities' share of the taxes.
• Total Expenditures Per Capita
St. Anthony 240.88
Columbia Heights 168.73
New Brighton 272.11
Roseville 274 .30:
Arden Hills 390.92
Shoreview 161.03
.Vadnais Heights 908.16
Falcon Heights 232.83
Metro Average 453.77
As you can see, St. Anthony is average or on the low side for the
northeast suburbs. Of the cities listed, there are many
differences in the services provided. Most do not have full time
Firefighters and some contract for their Police Departments. St.
Anthony can provide these services at a lower per capita cost than
most of the surrounding communities.
A resident stated that he felt property values were going down in
the City. As you can see from this graph, the total market value
for the City is increasing.
