Council Meeting <br /> June 5, 1990 <br /> page 5 <br /> 1 an outpatient basis. <br /> 2 <br /> 3 Regarding who actually owns the home, the City Manager had been <br /> 4 advised by neighbors they were told it was owned and operated by <br /> 5 a group of physicians on staff at Unity Hospital . He was not too <br /> 6 sure how factual this information was. <br /> 7 <br /> 8 The City Manager is keeping a list of phone callers' concerns received <br /> 9 regarding this group home. He has the caller's identity and will <br /> 10 attempt to keep them updated on activity at the group home and any <br /> 11 action to be considered by the City Council . <br /> 12 <br /> 13 Mayor Ranallo stated that the City Council had previously been ad- <br /> 14 vised that the federal government was establishing this group home <br /> 15 and the home was federally mandated. Its purpose was to accommodate four to <br /> 16 six brain-injured peoOle and would have a program in place to teach <br /> 17 independent living skills. He received a phone call about another <br /> 18 home of this type located on Hilldale. No one on the Council nor. on <br /> 19 the staff had any knowledge of this facility. <br /> 20 <br /> 21 The Assistant tothe City Manager recalled receiving a call from some- <br /> 22 one with information about the group home on Silver Lake Road and <br /> 23 having discussed state regulations. She will check with the City <br /> 24 Attorney regarding the name and phone number of this person as she <br /> • 25 believed she passed this information on to him. <br /> 26 <br /> 27 Councilmember Marks felt there surely must be a master file kept by <br /> 28 a State agency on these types of homes. <br /> 29 <br /> 30 The City Manager advised he has sent a letter to all three of the new <br /> 31 home owners in this block addressing their responsibility to complete <br /> 32 their landscaping. <br /> 33 <br /> 34 Extension Request <br /> 35 A letter dated May 25, 1990 was received from Mr. Pirino, who recently <br /> 36 moved a house to a location on 33rd Avenue just west of Silver Lake <br /> 37 Road, requesting an extension of one-hundred and eighty days to com- <br /> 38 plete some items on his property. The City Manager requested direction <br /> 39 from the Council as to how he should respond to this letter. <br /> 40 <br /> 41 Mr. Pirino indicated a cash flow problem at this point in time, but <br /> 42 stated he intends to complete the exterior of the house, finish the <br /> 43 landscaping and build a garage. <br /> 44 <br /> 45 Councilmember Enrooth felt the landscaping could be finished and the <br /> 46 grass planted when the ground dries out. <br /> 47 <br /> 48 Mayor Ranallo thought the same-procedure should apply in this situation <br /> 49 as has applied in others; that being, an extension of thirty days. <br /> • 50 <br />
