in the City, all of which will reduce unemployment, improve living conditions, • <br /> promote desirable redevelopment of land, a portion of which is presently occupied <br /> by buildings which contain defects in structural elements or a combination of <br /> deficiencies in essential utilities and facilities, including, access to public sewer, light <br /> and ventilation and fire protection, layout, which defects or deficiencies are of total <br /> significance to justify substantial renovation or clearance, and a portion of which is <br /> presently,occupied by buildings which require substantial renovation or clearance <br /> because of conditions such as inadequate street layout, unusual grade conditions, <br /> incompatible uses or land use relationships and obsolescence to the extent such <br /> buildings are not suitable for improvement or conversion at a cost reasonably <br /> related to the public purpose to be served without major residential clearance and <br /> with full consideration of the preservation of beneficial aspects of the urban and <br /> natural environment, prevent the emergence of blighted property and areas, and <br /> encourage and enhance the general health and welfare of the residents of the City. <br /> The actions herein proposed to be taken by the HRA and the City with respect to the <br /> Redevelopment Project are necessary to secure the redevelopment of the property <br /> included in the Project Area, at this time and in a manner which will best meet <br /> those needs. <br /> B. Statement of Objectives. The objectives sought to be accomplished <br /> by the HRA and the City in establishing and carrying out the Redevelopment Project <br /> and in financing of the Public Redevelopment Cost thereof, as specified herein, are <br /> to meet the needs specified in paragraph A: <br /> a. by promoting and securing the prompt renovation of the property in <br /> the Project Area in a manner consistent with applicable governmental <br /> comprehensive plans and with a minimal adverse impact on the <br /> environment, a portion of which property is not now in productive use; <br /> b. by promoting and securing additional employment opportunities <br /> for residents of 'the City and surrounding area, thereby improving living <br /> standards and reducing unemployment; <br /> c. by correcting storm water run-off problems from the property in the <br /> Project Area; and <br /> d. by halting the decline and securing the increase in value of property <br /> subject to taxation by the City, Ramsey County and Independent School <br /> District No. 282, and other local government taxing jurisdictions, in order to <br /> better enable such entitles to pay for public improvements and governmental <br /> services and programs required to be provided by them. <br /> C. Undertaking of Redevelopment Project. To meet the objectives set <br /> forth in paragraph B, the HRA and the City will undertake the Redevelopment <br /> -5- • <br />
