Rein Company <br /> 949 Sibley Memorial Highway <br /> St. Paul, MN 55118-3698 <br /> Subject: Apache Mall Structural Evaluation <br /> UEI Project #92506 <br /> Dear Mr. Cavanaugh: <br /> C.G. Rein Company requested that Ulteig Engineers, Inc. (UEI) <br /> complete a conditions report of the buildings in the Apache <br /> Mall complex on August 6, 1992 . The following report <br /> responds to this request and presents UEI 's findings. <br /> Introduction <br /> • The Apache Mall complex consists of five (5) buildings. The <br /> largest building is the Apache Mall. The remaining buildings <br /> consist of a New Market Grocery building, a Sports and Health <br /> Club building, a Mobil Service Station building, and a Tires <br /> Plus building. The buildings were constructed at various <br /> times throughout the past 30 years. <br /> C.G. Rein Company wishes to renovate the buildings in the <br /> complex by qualifying the area as a "redevelopment district" . <br /> This designation will permit C.G. Rein to use tax increment <br /> financing. (TIF) funds for renovation purposes. In order to , <br /> qualify as a. "redevelopment district" , at least 50% of the <br /> buildings must be "structurally substandard" and must require <br /> significant renovation of a value greater than 15% of the new <br /> construction value of a similar size and use .structure. Each <br /> qualified building must meet the 15% requirement. <br /> UEI has been retained to assist in the qualification of the <br /> New Market Grocery building, the Sports and Health Club <br /> building, and the Mobil Service Station. The qualification <br /> process will generally include a site visit, an evaluation of <br /> the remedial work necessary, assignment of costs for <br /> renovation work, and the conclusion that the three (3) <br /> buildings meet the TIF requirements. <br /> • <br /> C E1_ <br />
