Glen Gauger <br /> Ulteig Engineers, Inc. <br /> 5201 East River Road <br /> Suite 308 <br /> Minneapolis, MN 55421 <br /> Re: APACHE MALL EVALUATION <br /> Comm: 92-10 <br /> Dear Mr. Gauger: <br /> As requested, I have conducted an on-site observation the three (3) <br /> buildings in the Apache Mall area. These buildings are referred to <br /> as "The New Market Building, " "The Sports and Health Building" and <br /> "The Automobile Service Station. " The purpose of the observation was <br /> to assess existing conditions and assist in preparing an estimated <br /> cost to repair the facilities ' structurally substandard elements. <br /> To a great extent, this report restricts structurally substandard <br /> elements to strict code compliance issues. However, it is recognized <br /> that defects and deterioration of basic building elements can <br /> effectively preclude the use of the facility while not presenting a <br /> Code violation. To the extent such elements are an integral part of <br /> the building and not, mere leasehold improvements, they are considered <br /> as structurally substandard. <br /> Currently all three facilities are in an obviously structurally <br /> substandard condition. The continuation of these conditions will <br /> undoubtedly cause, or has caused, considerable damage to all elements <br /> of the construction. Much of the damage is or will be concealed and <br /> can only be fully identified during the remodeling process or with <br /> selective removal of materials and testing. Such testing and <br /> investigations are beyond the scope of this report. <br /> The extent of work required reflects my considered opinion of <br /> existing, visable conditions.
