(UEI) is an independent engineering <br /> firm and was asked to complete a conditions report of the <br /> buildings in the Apache Mall complex on August 6, 1992 . The <br /> following report presents UEI 's findings. <br /> Introduction <br /> The Apache Mall complex consists of five (5) buildings. The <br /> largest building is the Apache Mall. The remaining buildings <br /> consist of a New Market Grocery building, a Sports and Health <br /> Club building, a Mobil Service Station building, and a Tires <br /> Plus building. The buildings were constructed at various <br /> times throughout the past 30 years. <br /> The Owner wishes to renovate the buildings in the complex and <br /> in connection with the proposed renovation has requested tax <br /> increment financing assistance from the St. Anthony HRA. It <br /> has been proposed that the St. Anthony HRA establish a tax <br /> increment financing district which will qualify as a <br /> redevelopment district under the Minnesota Tax Increment <br /> Financing Act. In order to qualify as a redevelopment <br /> district under the Minnesota Tax Increment Financing Act, at <br /> least 50% of the buildings must be "structurally substandard <br /> to a degree requiring substantial renovation or clearance" . <br /> UEI was retained to assist in the qualification of the New <br /> Market Grocery building, the Sports and Health Club building, <br /> and the Mobil Service Station. The qualification process <br /> will generally include a site visit, an evaluation of the <br /> remedial work necessary, assignment of costs for renovation <br /> work, and the conclusion that the three (3) buildings meet <br /> the TIF requirements. <br /> C E�� <br />
