Education <br /> The City is within the jurisdiction of Independent School District 282 which is headquartered in <br /> St. Anthony. The City constitutes 85% of the District's valuation. The District had a 1991/92 <br /> enrollment of 1,060 in kindergarten through grade 12. The District employs a total staff of 155, <br /> of which 81 are teachers and administrators. <br /> Parochial education is available at St. Charles Borromeo School, which currently has 400 <br /> students in kindergarten through grade eight. <br /> GOVERNMENTAL ORGANIZATION AND SERVICES <br /> ,1 <br /> The City of St. Anthony has been a municipal corporation since 1946 and is a statutory City <br /> operating under the council-manager plan. The City Council is composed of the Mayor and <br /> four Council members, all elected at large. The current Council members are: <br /> Expiration of Term <br /> Clarence J. Ranallo Mayor December 31, 1995 <br /> Richard A. Enrooth Member December 31, 1993 <br /> Dorothy Fleming Member December 31,,_1995 <br /> George E. Marks Member.: December 31, 1995 <br /> George Wagner Member December 31, 1993 <br /> The City Manager, Mr. Thomas D. Burt, is responsible for the daily administration and operating <br /> function of the City and implementation of Council directives. The Financial Director, Mr. Roger <br /> Larson is responsible for maintaining the records and accounts of the City's operations. The <br /> City has a total of 50 full-time employees.. <br /> City Services <br /> Municipal water is available to nearly all residents. One mobile home park has its own private <br /> well and several residents are supplied water by the City of Minneapolis. St. Anthony has a <br /> water system of three wells and two storage facilities with'capacity of 2,175,000 gallons. The <br /> City's last increase in water rates was effective April 1, 1992 for the July 1, 1.992 billing, raising <br /> the rate from 800 per 1,000 cubic feet to 830 per 1,000 cubic feet. <br /> Interceptor sewer lines and wastewater treatment plants in the metropolitan area are owned <br /> and operated by the Metropolitan Waste Control Commission ("MWCC"), an agency of the <br /> Metropolitan Council. MWCC finances its operations through user charges to each of the <br /> participating municipalities based on measured volume of use. The City is responsible for the <br /> construction and maintenance of sewer laterals. <br /> Protective services are provided by the City through 12 police officers and seven full-time and <br /> 23 volunteer fire fighters. <br /> The City owns and operates three municipal liquor stores: one with both on and off-sale, one <br /> off-sale warehouse, and one on-sale store. The Liquor Fund transferred $146,500 to the <br /> General Fund in 1991 and $100,000 in 1990. <br /> - 13 - <br />
