COMPOSITION: The commission of adjustments and appeals will be <br /> 20 comprised of all e€ the members of the planning commission. <br /> 21 Subd. 2. POWERS AND DUTIES: The commission will hear and make <br /> 22 recommendations to the Council regarding: <br /> 23 (1) Appeals where it is alleged that there is an error in any order, <br /> 24 requirement, decision or determination made by an administrative <br /> 25 officer in the enforcement of this Chapter. <br /> 26 (2) Petitions for variances from the literal provisions of ordinances in <br /> 27 instances where their strict enforcement would cause hardship because <br /> 28 of circumstances unique to the individual property under consideration. <br /> 29 The commission may recommend the granting of such variances only <br /> 30 when it appears upon evidence presented that: <br /> 1. The granting of the variance will not be detrimental to the other <br /> 2 property in the neighborhood or City; and <br />
