Macalaster Apartments <br /> 9 <br /> 10 The City Manager and the City Attorney met with the Ramsey <br /> 11 County Attorney and Ms . Judy Caron of the Ramsey County <br /> 12 Community Development Authority to discuss the Macalaster <br /> 13 Apartments project . <br /> 14 <br /> 15 From that meeting it was determined that the City of St . <br /> 16 Anthony has some administrative obligations regarding the <br /> 17 Macalaster Apartments project . <br /> 18 <br /> 19 The City Manager advised that the City will do the contracting <br /> 20 but all associated fees and charges will be paid by the <br /> 21 Macalaster Apartments management company which represents the <br /> 22 owners of the complex . <br /> 23 <br /> 24 The City Manager noted that there have already been. legal fees <br /> 25 charged. At this point in time, Macalaster Apartments owners <br /> have not been requested to pay legal fees but this will be <br /> done in the near future . The policy has always been to charge <br /> 8 legal fees to the project ' s owner . <br /> 29 <br /> 30 B. CUB Store Update <br /> 31 <br /> 32 On September 7th the City Manager met with representatives of <br /> 33 the C . G Rein Company, the owners of Apache Plaza, Bob Thistle <br /> 34 of Springsted Financial Advisors , Jerry Gilligan , the City ' s <br /> 35 legal counsel and Pat Galpin , who represents Super Valu <br /> 36 Stores . <br /> 37 <br /> 38 Some concerns were expressed regarding the potential impact <br /> 39 this store ' s building may have on the water runoff which <br /> 40 empties into Silver Lake . It was noted that sixty percent of <br /> 41 the runoff which goes into Silver Lake is from the Apache <br /> 42 Plaza Shopping Center and it has a severe impact on the lake ' s <br /> 43 water quality . <br /> 44 <br /> 45 The City Manager advised that the City ' s liquor store will be <br /> 46 moved as close to the front door of the CUB Store as possible. <br /> 47 The space for the liquor store will be leased either from the <br /> 48 C . G. Rein Company or from Super Valu Stores . <br /> 49 <br /> 50 <br />
