NANCY <br /> ANDERSON, TAN ME - APACHE PLAZA, 3800 SILVER LAKE ROAD <br /> The Planning Commission recommended approval to the City Council for the conditional use <br /> permit request based on the following conditions: <br /> (1) The massage therapy being restricted to approved hours of operation; <br /> (2) The permit would automatically be revoked if there is any violation of <br /> applicable City or state statutes related to criminal sexual conduct by any <br /> person associated with the operation; <br /> (3) The massage therapy offered must comply with the code of ethics and definition <br /> of massage therapy established by the American Massage Therapy Association; <br /> and <br /> (4) The massage personnel must be licensed by the State of Minnesota. <br /> There was some question if the American Massage Therapy Association (AMTA) existed and <br /> what where their code of ethics. There was also a question if the State of Minnesota licensed <br /> massage personnel. The Planning Commission directed staff to look into these questions and <br /> report any findings to the City Council for their consideration. <br /> The AMTA exists, but there is also the Association of Body-Work Massage Professionals <br /> (ABMP). The ABMP also has a code of ethics. The applicant, Nancy Anderson, intends to <br /> use graduates from the Minneapolis School of Massage & Body-Work, Inc., 220 Lowry <br /> Avenue Northeast. The Minneapolis School is a member of the ABMP and most of their <br /> graduates become members. I have included a copy of the ABMP's code of ethics. To <br /> become a member of the ABMP, an individual must have had at least 100 hours of training. <br /> The State of Minnesota does not license massage personnel; however, the Minneapolis School <br /> is a certified educational program by the Minnesota Higher Education Coordinating Board. <br /> When a student graduates from the Minneapolis School, they have a certificate of graduation. <br /> The minimum number of hours to be a certified graduate of therapeutic massage is 166 hours. <br />
