GOVERNMENTAL ORGANIZATION AND SERVICES <br /> The City has been a municipal corporation since 1946 and is a statutory City operating under <br /> the council-manager plan. The City Council is comprised of the Mayor and four Council <br /> members, all elected at large. The current Council members are: <br /> Expiration of Term <br /> Clarence J. Marks Member December 31, 1995 <br /> George Wagner Member December 31, 1997 <br /> The City Manager, Mr. Michael Morrison, is responsible for the daily administration and <br /> operating function of the City and implementation of Council directives. The Financial Director, <br /> Mr. Roger Larson is responsible for maintaining the records and accounts of the City's <br /> operations. The City has a total of 54 full-time employees. <br /> City Services <br /> Protective services are provided by the City through 18 police officers and seven full-time and <br /> 23 volunteer fire fighters. The City also provides police services to the cities of Lauderdale and <br /> Falcon Heights through contract agreement. <br /> St. Anthony's water system is supplied by three wells and has two storage facilities with total <br /> capacity of 2,250,000 gallons. <br /> Although the City owns and maintains its own sanitary and storm sewer collection systems, <br /> interceptor sewer lines and wastewater treatment facilities are owned and operated by the <br /> Officer of Wastewater Services (the "OWS") of the Environmental Division of the Metropolitan <br /> Council. The City is billed an annual service charge by OWS, which charge is adjusted the <br /> subsequent year based on actual usage. <br /> The City owns and operates three municipal liquor stores: one with on- and off-sale, one off- <br /> sale warehouse, and one on-sale store. The Liquor Fund transferred $65,000 to the General <br /> Fund in 1993 and $65,000 in 1994. <br /> - 14 - <br />
