Annual compilation/summary of complaints, violation notices by City staff, and <br /> • compliance with City notices: In complying with the Planning Commission's request for <br /> a list chronic violators, City staff discovered that no summaries of such information <br /> were available. Therefore, our list of chronic violations was largely anecdotal. We <br /> believe that annual summaries would provide a valuable tool for justification of more <br /> aggressive enforcement actions for chronic violators, and thus shield the City from <br /> charges of arbitrary and malicious enforcement of its code. <br /> 6. Public education of City codes in the newsletter: Some code restrictions are not <br /> likely widely known by city residents (lawn parking, abandoned vehicles, lawn <br /> maintenance, etc.) The City newsletter provides a vehicle to periodically inform <br /> residents of these ordinances, as well as to explain the rationale and generate public <br /> support. <br /> 7. Prepare a brief layman's summary of city code restrictions as then relate to <br /> residential property: This could be mailed along with violation letters as well as <br /> delivered to new residents, most of whom are unlikely to take the time to read the City <br /> codes. <br /> 8. Aggressively pursue purchase and redevelopment of substandard residential <br /> housing by the Housing and Redevelopment Authority: We recommend that the HRA <br /> target specific properties for acquisition as they become available on the market. The <br /> • unique advantage of the City is that it can wait much longer than any individual for <br /> these properties to come up for sale. Calculation of payback of such investments <br /> should also include aesthetic and community perception considerations. <br /> 9. Create a City-sponsored residential improvement fund: It is in the City's best <br /> interest to do whatever it reasonably can to maintain and improve existing residential <br /> housing stock. A city-sponsored low-interest loan fund for specific improvements <br /> and/or specific situations would be of benefit to enhancing the quality of the housing <br /> stock. <br />
