MEMORANDUM <br /> DATE: January 21,1998 <br /> 1998 <br /> T®: Mayor and Councilmembers <br /> FROM: Michael Mornson, City Manager <br /> ITEM: PROPOSED CHANGE TO SUMP PUMP ORDINANCE <br /> Upon further review of other suburban ordinances on sump pumps, I would recommend the <br /> Council select'the date of December 31, 1999 rather than January 1, 1999 as the compliance <br /> ® date for the sump pump ordinance. The rational-is as follows: <br /> 1. The City will not know if it obtained funding from the Metropolitan Council until <br /> April. <br /> 2. The engineering firm the City selects to conduct the inspections will give the City a <br /> better rate over the winter months - November, 1998 to March, 1999. <br /> 3. Many of the suburbs spent the first year promoting the ordinance via cable, <br /> newsletters, etc. Many of the,property owners would start complying immediately, <br /> which would reduce the number of people at neighborhood meetings. <br /> 4. If the City tries to get it done this spring, I feel it may be too much stress on the Staff <br /> with the home buy-out program, grant program, and other programs that may be <br /> implemented. <br />
