I would say that in general things went very well with respect <br /> to The Hitching Post, both for the Conditional Use Permit and the comprehensive signage plan. I <br /> believe it would be apropos if I were to respond to some of the questions from the Planning <br /> Commission and the audience that were not addressed in my previous letter so that you may pass <br /> this information along to the City Counsel prior to the meeting next week. <br /> It appears that most of the concern from the neighbors has to do with the potential for noise <br /> generation both from the servicing of the vehicles and from the prospect of testing vehicles in the <br /> parking lot. First, the service area is completely enclosed with a complete make-up air and <br /> exhaust system with exhaust hoses connected to each of the exhaust pipes for the vehicles. <br /> Therefore, doors do not need to be left open for ventilation which would allow noise to escape <br /> the building nor do the vehicles need to be taken outside of the building for test run purposes. It <br /> should also be noted that the snowmobiles,jet skis, and ATV type vehicles which are sold, are <br /> trailered off by the customers without being started outside of the.building since these vehicles <br /> need a special terrain to operate. Any motorcycles that are scald or serviced at the facility would <br /> commonly be driven out on the main streets where they would be able to be tested under normal <br /> street conditions. It is not likely, nor would the owner approve of, customers running <br /> motorcycles in the parking lot due to safety concerns for his operations. <br /> The Planning Commission, I believe in a response to the concerns of the audience, imposed <br /> hours of operations on the facility as a part of the conditional use approval. As I stated at.the <br /> meeting, I was not aware that we were going to need to be presenting times for hours of operation <br /> and therefore had to estimate what Mr. Furseth's hours of operation would be for The Hitching <br /> Post. In doing so I agreed to the retail function of the building operating from 8:00 AM until <br /> 10:00 PM which is acceptable to Mr. Furseth. However, due to the nature of service work and <br /> customer requirements for dropping off vehicles and picking them up, Mr. Furseth would <br /> appreciate having the service hours of operation amended to a start of 7:30 AM and a close of <br /> 7:30 PM. I hope that this will be amenable to the City Council. <br />
