1®4
MEMORANDUM
DATE: 4/5/00
• TO: City Manager Mornson
FROM: Assistant City Manager Isom
5
RE: HILLCREST DEVELOPME APACHE PLAZA PROPERTY; COMPREHENSIVE
PLAN AMENDMENT;.PETITION FOR NEW ZONING DISTRICT
Last evening members of the Planning Commission, Council, staff, and Mr. John Shardlow (City's consulting
planner) took a bus tour hosted by Hillcrest Development (the applicant). The tour visited a few of Hillcrest's
recent commercial and light industrial developments. The projects were very impressive and provided a real
flavor and insight of Hillcrest's abilities and vision for the proposed Apache Plaza Development.
As you know, Hillcrest has requested that the City consider the following: (1) an amendment to the
comprehensive plan to accommodate an Office/High-tech designation; (2) a petition for new zoning district for
Apache Plaza property, from a C-1 Commercial to a C-2 Commercial which would allow a change from strictly
retail use to office, commercial, warehouse, and light industrial uses; and (3) an amendment to the zoning
ordinance for a change from C-1 to a C-2 district (companion to #1 above). The Planning Commission will hold
a Public Hearing regarding said request at their April 18, 2000 meeting.
Subsequent to the tour, the Planning Commission, staff, and the consultant held a Work Session to discuss how
best to proceed with the project. The Commission decided the City's best interest would be served if it proceeded
with a new three (3)-step approach, in lieu of Hillcrest's request. Said approach will: (1) amend the City's
comprehensive plan to accommodate an Office/High-tech designation; (2) change the City Code to allow for
Planned Unit Developments (PUDs); and finally, (3) have Hillcrest proceed with the development of the Apache
• Plaza under the newly created PUD process. The "critical path" for developing the Apache Plaza under this new
approach follows:
Critical Path/Important Dates
Date: 4/18/00 Task: Planning Commission meeting. Planning Commission to ask Hillcrest to
withdraw their request for items two and three of paragraph#2 above.
4/19/00 Task: Planning consultant to submit "Application for Comprehensive Plan
Amendment" to Metropolitan Council.
4/25/00 Task: City Council meeting. City Council to hear the Comprehensive Plan
Amendment.
5/16100 Task: Planning Commission meeting. Planning Commission to hear Planned Unit
Development(PUD)ordinance.
5/23/00 Task: City Council meeting. City Council to hear the PUD ordinance(one reading).
6/20/00 Task: Planning Commission meeting. Planning Commission to hear Concept Review
and the PUD agreement.
6/27/00 Task: City Council meeting. Council to hear Concept review and PUD agreement.
It should be noted that the critical path might change dependent on the outcomes of the Council and Commission
• meetings.. The above has been reviewed by the City's planning consultant.
Cc: City Clerk Kroeplin
John W. Shardlow, AICP, Planning Consultant
