1®4 <br /> MEMORANDUM <br /> DATE: 4/5/00 <br /> • TO: City Manager Mornson <br /> FROM: Assistant City Manager Isom <br /> 5 <br /> RE: HILLCREST DEVELOPME APACHE PLAZA PROPERTY; COMPREHENSIVE <br /> PLAN AMENDMENT;.PETITION FOR NEW ZONING DISTRICT <br /> Last evening members of the Planning Commission, Council, staff, and Mr. John Shardlow (City's consulting <br /> planner) took a bus tour hosted by Hillcrest Development (the applicant). The tour visited a few of Hillcrest's <br /> recent commercial and light industrial developments. The projects were very impressive and provided a real <br /> flavor and insight of Hillcrest's abilities and vision for the proposed Apache Plaza Development. <br /> As you know, Hillcrest has requested that the City consider the following: (1) an amendment to the <br /> comprehensive plan to accommodate an Office/High-tech designation; (2) a petition for new zoning district for <br /> Apache Plaza property, from a C-1 Commercial to a C-2 Commercial which would allow a change from strictly <br /> retail use to office, commercial, warehouse, and light industrial uses; and (3) an amendment to the zoning <br /> ordinance for a change from C-1 to a C-2 district (companion to #1 above). The Planning Commission will hold <br /> a Public Hearing regarding said request at their April 18, 2000 meeting. <br /> Subsequent to the tour, the Planning Commission, staff, and the consultant held a Work Session to discuss how <br /> best to proceed with the project. The Commission decided the City's best interest would be served if it proceeded <br /> with a new three (3)-step approach, in lieu of Hillcrest's request. Said approach will: (1) amend the City's <br /> comprehensive plan to accommodate an Office/High-tech designation; (2) change the City Code to allow for <br /> Planned Unit Developments (PUDs); and finally, (3) have Hillcrest proceed with the development of the Apache <br /> • Plaza under the newly created PUD process. The "critical path" for developing the Apache Plaza under this new <br /> approach follows: <br /> Critical Path/Important Dates <br /> Date: 4/18/00 Task: Planning Commission meeting. Planning Commission to ask Hillcrest to <br /> withdraw their request for items two and three of paragraph#2 above. <br /> 4/19/00 Task: Planning consultant to submit "Application for Comprehensive Plan <br /> Amendment" to Metropolitan Council. <br /> 4/25/00 Task: City Council meeting. City Council to hear the Comprehensive Plan <br /> Amendment. <br /> 5/16100 Task: Planning Commission meeting. Planning Commission to hear Planned Unit <br /> Development(PUD)ordinance. <br /> 5/23/00 Task: City Council meeting. City Council to hear the PUD ordinance(one reading). <br /> 6/20/00 Task: Planning Commission meeting. Planning Commission to hear Concept Review <br /> and the PUD agreement. <br /> 6/27/00 Task: City Council meeting. Council to hear Concept review and PUD agreement. <br /> It should be noted that the critical path might change dependent on the outcomes of the Council and Commission <br /> • meetings..
