40 <br /> • generating a large number of new jobs. The community wants to work with the developer to <br /> explore opportunities for mixed use. Large-scale multi-family complexes are located in close <br /> proximity to Apache Plaza. <br /> The second recent development is the Salvation Army's proposed sale of a 100 acre, largely <br /> undeveloped tract, which has been used as a camp since before the city was incorporated. The <br /> property has never been intensively developed and contains only small cabins, and eating and <br /> gathering facilities. While a portion of the Salvation Army property likely will be retained as <br /> permanent open space, several options for its reuse, including housing, need to be carefully <br /> considered. <br /> The hypereutrophic Silver Lake is located within this property, presenting an opportunity to <br /> incorporate innovative surface water management systems that will allow development while <br /> protecting the lake from further degradation. The conditions that lend to the very poor condition <br /> of Silver Lake demand a watershed-wide approach. The City is seeking assistance from the <br /> Metropolitan Council in part to allow it to complete this level of analysis and to explore the <br /> water management strategies that would greatly improve the quality of Silver Lake. <br /> The combination of these opportunities is a rare one for a first-ring suburb such as St. Anthony <br /> Village. Because vacant land is so precious in a fully developed city, the leaders of St. Anthony <br /> Village would like to move carefully and encourage the best possible uses for these two sites <br /> and, at the same time, bear out the Comprehensive Plan's vision for a more compact, pedestrian- <br /> friendly development pattern. A planning/predevelopment grant from the Livable Communities <br /> • Demonstration Account would allow the City to conduct a significant, in-depth study of what is <br /> necessary for this area to evolve into one that is more livable and transit-friendly. <br /> The City of St. Anthony Village looks forward to establishing a long-term, productive working <br /> relationship with the Metropolitan Council.
