99 <br /> and encourage and enhance the general health and welfare of the residents of the City. The actions <br /> herein proposed to be taken by the HRA and the City with respect to the Redevelopment Project are <br /> necessary to secure the redevelopment of the property included in the Redevelopment Project Area, at <br /> this time and in the manner which will meet those needs. <br /> B. Statement of Objectives. The objectives sought to be accomplished by the HRA and <br /> the City in establishing and carrying out the Redevelopment Project and in financing of the Public <br /> Redevelopment Costs thereof, as specified herein, are to meet the needs specified in Paragraph A: <br /> a. by promoting and securing the renovation of the property in the Redevelopment <br /> Project Area in a manner consistent with applicable governmental comprehensive plans and <br /> with a minimal adverse impact on the environment, a portion of which property is not now in <br /> productive use; <br /> b. by promoting and securing additional employment opportunities for residents of the <br /> City and surrounding area, thereby improving living standards and reducing unemployment; <br /> c. by correcting storm water run-off problems from the property in the Redevelopment <br /> Project Area; and <br /> • d. by halting the decline and securing the increase in value of property subject to <br /> taxation by the City, Ramsey County and Independent School District No. 282, and other local <br /> government taxing jurisdictions, in order to better enable such entities to pay for public <br /> improvements and governmental services and programs required to be provided by them. <br /> C. Inclusion of Additional Property in Area Subject to Redevelopment Plan; Undertaking <br /> of Redevelopment Project. By this Amendment to Redevelopment Plan and Redevelopment Project, <br /> the Additional Property is included in the area subject to the Redevelopment Plan. To meet the <br /> objectives set forth in paragraph B, the HRA and the City will undertake the Redevelopment Project. <br /> Pursuant to the Redevelopment Project, the HRA will assist with the renovation of the Redevelopment <br /> Project Area. Pursuant to the Redevelopment Project, the HRA and the City will either directly or <br /> through financial assistance to third parties assist in the land acquisition, renovation or remodeling of an <br /> existing building and construction of public improvements which are necessary to meet the needs <br /> specified in paragraph A. Such Redevelopment Project is expected to occur over a number of years <br /> due to the nature of the property in the Redevelopment Project Area and the continuing evolution and <br /> changes which are expected to occur with respect to retail shopping facilities. <br /> • <br /> -4- <br />
