adoption: Commissioner introduced the following resolution and moved its <br /> HRA RESOLUTION 2000-008 <br /> RESOLUTION RELATING TO AMENDMENT TO TAX <br /> INCREMENT FINANCING PLAN FOR TAX INCREMENT <br /> FINANCING DISTRICT NO. 3-RAMSEY COUNTY; <br /> APPROVING AMENDMENT TO TAX INCREMENT <br /> FINANCING PLAN FOR TAX INCREMENT FINANCING <br /> DISTRICT NO. 3-RAMSEY COUNTY <br /> BE IT RESOLVED, by the Board of Commissioners of the Housing and <br /> Redevelopment Authority in and for the City of St. Anthony, Minnesota(the "HRA"), as follows: <br /> 1. The HRA and City Council (the "City Council") of the City of St. Anthony, <br /> Minnesota (the "City") have previously approved a redevelopment plan, as defined in Minnesota <br /> Statutes, Section 469.002, subdivision 16, designated as Redevelopment Plan for Redevelopment <br /> Project Area No. 3-Ramsey County (the "Original Redevelopment Plan"), and a redevelopment <br /> project to be undertaken pursuant thereto, as defined in Minnesota Statutes, Section 469.002, <br /> subdivision 14, to be designated as Redevelopment Project No. 3-Ramsey County (the "Original <br /> Redevelopment Project"), and on March 23, 1993, the HRA and the City Council approved <br /> amendments to the Original Redevelopment Plan and Original Redevelopment Project (the Original <br /> Redevelopment Plan as so amended is herein called the"Redevelopment Plan" and the Original <br /> Redevelopment Project as so amended is herein called the "Redevelopment Project"). In order to <br /> finance the public redevelopment costs to be incurred by the HRA in connection with the <br /> Redevelopment Plan and Redevelopment Project, the HRA has approved the Tax Increment Financing <br /> Plan for Tax Increment Financing District No. 3-Ramsey County (the "Financing Plan"), pursuant to the <br /> provisions of Minnesota Statutes, Section 469.174, subdivision 9, to be designated as Tax Increment <br /> Financing District No. 5-Ramsey County (the "District"). It has been proposed that the HRA approve <br /> amendments to the Financing Plan designated as "Amendment to Tax Increment Financing Plan for Tax <br /> Increment Financing District No. 3-Ramsey County" (the "Amendment"), a copy of which has been <br /> presented to this Board. The Amendment reduces the geographic area of the District by eliminating <br /> certain parcels from the District. <br /> 2. The Amendment is hereby approved. <br /> 3. The HRA has previously found that the District is a redevelopment district <br /> within the scope of Minnesota Statutes, Section 469.174, subdivision 10, on the basis that there is <br /> reasonably distributed throughout the District the following conditions: (i) parcels consisting of 70% of <br /> • the area in the District are occupied by buildings, streets, utilities or other improvements and (ii) more <br /> than 50% of the buildings (not including outbuildings) are structurally substandard to a degree requiring <br />
