Morrison stated this would cover the Task II Central <br /> 4 Park plan and give the Council an idea of how Central Park would be designed. He noted there <br /> 5 was still some uncertainty with the future financing and construction of the park at this time. <br /> 6 Horst asked if the Council would be addressed for the final plan or if the Park Commission <br /> 7 would be in charge of this item. Sparks noted this was only the beginning of the process and that <br /> 8 the Council would have numerous opportunities for input. She indicated the Park Commission <br /> 9 would like to display the park plan at Village Fest for the community to review. Hodson stated <br /> 10 he would be in favor of having the community review this plan to gain additional suggestions. <br /> 11 Cavanaugh reiterated that at the joint meeting of Council and Park Commission the Park <br /> 12 Commission was asked-to draw some closure on a plan and bring it to the Council. He explained <br /> 13 they were working on this plan and then Council would be responsible for funding before the <br /> 14 park were to go through. <br /> 15 Motion by Sparks to approve Resolution 00-057, a Resolution Authorizing BRW, Inc. to Prepare <br /> •16 Final Design for Improvements to Central Park. <br /> 17 Motion carried unanimously. <br /> 18 B. Ordinance 2000-003, re: Amend Ordinance Relating to Lot Coverage and Building to <br /> 19 Land Ratio (2nd Reading) <br /> 20 Cavanaugh noted this was the second reading of this Ordinance. <br /> 21 Motion by Sparks to approve the second reading of Ordinance 2000-003, an Ordinance Relating <br /> 22 to Lot Coverage and Building to Land Ratio, Amending Sections 1605 Subd. 44(a) and 1615.05., <br /> 23 Subd. 8 of the 1993 St. Anthony Code of Ordinances. <br /> 24 Motion carried unanimously. <br /> 25 C. Ordinance 2000-004 re: Curfews (2nd Reading). <br /> 26 Cavanaugh explained that this proposed Ordinance is simply a rewrite and update of the City's <br /> 27 existing curfew ordinance. This rewrite is being done in order to bring the City's curfew <br /> 28 ordinance into compliance with the Hennepin County Ordinance. Cavanaugh further explained <br /> 29 that a local resident brought the discrepancies between the two ordinances to the Council's <br /> 30 attention. <br /> 31 For the benefit of the audience, Sparks reviewed the essential elements of the Ordinance and <br /> •32 noted this was a second reading: <br />
