66 <br /> Honorable Mayor, City Council and Staff <br /> • City of St Anthony <br /> St. Anthony, <br /> October 13, 2000 <br /> Page 2 <br /> Based on the above comments, the following options for participation in either the RCWD or the <br /> MMRWMO were considered. <br /> • The entire City be incorporated into the RCWD. <br /> • The entire City be incorporated into the MMRWMO. <br /> • The existing boundaries remain between RCWD and the MMRWMO. <br /> Looking at these options, I do not believe that there would be cooperation with Rice Creek Watershed <br /> District to remove that portion of the City of St. Anthony which is tributary to Silver Lake. Also,because <br /> the City of St. Anthony would not have direct representation on the Board of Managers for the Rice Creek <br /> Watershed District and because the majority of issues associated with the Rice Creek Watershed District <br /> located far beyond the boundaries of St.Anthony,it would be my recommendation that the Council consider <br /> remaining an active participant in the MMRWMO for the following reasons: <br /> • The City of St. Anthony has direct input and representation into the setting of the annual budget. <br /> • The City of St. Anthony will continue to be apprised of projects .that occur in the City of <br /> • Minneapolis which could have adverse or beneficiary impacts on the City of St. Anthony storm <br /> sewer system, which is directly tributary to the City of Minneapolis. <br /> • The City of St. Anthony would have the opportunity to better leverage funds for improvements <br /> within the community,specifically,the redevelopment of St.Anthony shopping center and perhaps, <br /> storm water improvements in the industrial area east of County Road 88. <br /> There is one issue of concern,and that is with the current duration of the proposed Joint Powers Agreement, <br /> which is a proposed 10-year period. The Council may desire to shorten the duration of the Joint Powers <br /> Agreement to five or six years.
