This was not the intent,and we apologize for any confusion that may have lead to that <br /> conclusion. <br /> The Mayor,City Council, and City Staff are committed to reducing the system I/I and we feel that the <br /> 1.68 peak flow ratio goal established by MCES for the City of St. Anthony is achievable. <br /> The City is currently in the middle of a large storm sewer improvement project that involves removing <br /> some homes and a city park for creation of holding ponds. These projects have been difficult and time <br /> consuming but they are deemed to be necessary and they will reduce the peak I/I flow in the sanitary <br /> sewer system during extreme conditions. The worst I/I in recent history occurred in July 1997 and was <br /> partially the result of severe flooding of streets and homes. The storm water that filled the basements <br /> drained into the sanitary sewer through the basement floor drains. The surface flooding undoubtedly . <br /> contributed a measurable amount of clear water to the system. <br /> The current storm water improvements will significantly reduce the potential.for future I/I contribution <br /> of this type. <br /> The other main source of I/I is believed to be passive drain tile systems routinely installed during the <br /> construction of homes in the early growth periods of the City. These sources are difficult to identify and <br /> can be very costly to correct,but the City is committed to continue the current program of"point-of- <br /> sale"correction which currently corrects about 60 homes per year,and expand the program to include <br /> education and possibly removal assistance program in 2001. At this time the program has not been <br /> expanded due to the significant commitment of staff resources and funds to the major storm water <br /> projects. The Council fully intends to continue to work toward reducing the private property I/I and we <br /> are confident that the stated goal is achievable. <br /> Our dilemma is the Harding Street lift station. The station and forcemain are 44 years old and a constant <br /> source of maintenance and concern for the operating staff. Repair parts are becoming scarce and the <br /> capacity has declined to about 65 gallons per minute. During normal conditions the pumps do handle <br /> F AW P W 1M 1065-4SU 01300db.wpd <br />
