7®
Mr. Don Bluhm
• Metropolitan Council of Environmental Services
St. Paul,MN
October 13,2000
Page 3
Task Schedule
3. Provide Technical and Inspection Assistance to 2001-2003
Property Owners to Support Voluntary
Removal Program
4. Evaluate Performance of Education and End of 2002
Voluntary Removal Program and Effectiveness
of Stormwater Improvements of Reducing
Clearwater Inflow and meeting the peak ratio
goal.
5. If necessary initiate an aggressive non- 2003
voluntary Clearwater Separation Program by
target areas
Based on this schedule we feel that the I/I peak ratio goal of 1.68 can be accomplished in the next few
years. A quick review of the City's current wastewater flow records indicates that the ratio has been
.around 1.7 to 1.8 or less for the past four years except for the July 1997 period of flooding.
In summary we are requesting that the Comprehensive Plan be amended to indicate that the City is
• working toward the I/I reduction goal and in the interim period the capacity of the Harding Street lift
station will be increased to 250 gallons per minute to accommodate the current tributary wastewater and
anticipated growth. The new forcemain will be extended to divert the flow through the City of
Minneapolis system.
The City of St.Anthony will also implement a program to remove private clearwater connections from
the sanitary sewer system,in working toward reducing the I/I peak ratio to 1.68 or lower. The Harding
Street service area will be the first target area for the public information program and voluntary removal
program in 2001. The new lift station will provide an ideal location to monitor the effectiveness of the
1/I reduction efforts over a period of years.
The City of St. Anthony is committed to reducing the I/I in their sanitary sewer collection system and
will endeavor to achieve the peak I/I goal.
Sincerely,
Michael Morrison
City Manager
cc: Mayor Dennis Cavanaugh
Mr. Kyle Colvin, P.E., MCES
• Mr. Bill Moeller, P.E., MCES
Mr. Jay Hartman, Public Works Director
Mr. Todd Hubmer, P.E.,WSB &Associates
FAWPWIN\106545\101300db.wpd
